If I have legal guardianship of my elderly mother, does that make me responsible for any outstanding hospital bills that her insurance does not cover?

As your moher's guardian you are also charged with conservatorship of her estate; that is, you have an obligation to manage her financial affairs; you do not inherit her debts except to the extent that they are payable out of her assets, not your own.
