i rent an apartment and a tree branch fell on my unisured vehicle is the lanlord or property owner liable for the damages?

Not unless the tree was obviously diseased or the branch was hanging precariously and the landlord was on notice of it (however, if this situation was obvious and you parked under it you would also be liable for the resultant damage).
