Employer dividing a tip over several months

I deliver for the local newspaper. Tips sent in by customers to the newspaper are sent on a renewal form, which has route, carrier, etc. info and a spot to give a tip to the carrier. The newpaper company distributes these tips to the carriers but not in total. They are split out over 6-36 months depending upon the lenght of the renewal. Is this actionable? Seeing that the tips are for services rendered and not future services.

I believe that this is entirely improper.

If tips are designated to you; they are yours!

I would ask for an accounting of all such tips;

Alternatively, I would call the office of the State's attorney general.
