You have not supplied enough facts for definitive answer but the long and short is that generally the association can be sued for negligence. You should be covered by insurance.

The facts surrounding any accident will determine whether there is personal liability of the officers.

As my old law professor used to say, "Anybody can sue anybody else for anything. The real question is whether they will win." So the short answer is, yes they can be sued. And there is probably no immunity to hide behind, protecting a beach association from liability simply because it is that type of entity. But the more important questions will be what they did, whether that was reasonable under the circumstances, whether they owed a duty and could foresee harm to another if they violated that duty, and how anyone was harmed.
