Trying to avoid petition to partition

3 heirs to a property- two want to buy it. One heir is refusing to participate in a sealed bid process presented by administrator.That heir wants to have a face to face bidding war. Other heir does not. Is there another fair way to determine who gets to buy the other heirs out? Any suggestions?

If the 3 parties can't just agree on a price, it is usually handled by having a certified appraisal of value and buyimng the other heir out based on that appraisal.
