Legal Question in Business Law in New Jersey

To who it may concern,

I am a federal employee working in The Federal Republic of Germany and I would like to know how to apply for a business license for an Internet business. I been looking around but I can not see how I would get the right license to work internationally and conduct business on a global scale.

How should I start?
