Legal Question in Civil Rights Law in New Jersey

Is it legal in the state of NJ to disrobe in public? Situation, at our community center there is a pool, our children swim on a team there. Do to a problem in the dress room/bathroom. The team was asked to change in public on the pool deck. The kids did try to be discreet, but I don't think it's appropriate for children to be disrobing in a public place. Thoughts?
