Legal Question in Civil Rights Law in New Jersey

Legality of CB Radios usage in residential areas.

My next door neighbor has a CB Radio that interrupts my TV viewing. Are there any laws in NJ governing the usuage of CB Radios, the associated equipment and how it is installed? He seems to think that because this is his hobbie everyone else in the neighborhood should learn to live with the interruptions. He initially installed an antenna on his roof that only bothered two of my televisions. Eventually, he installed a huge antenna in his backyard and now it bothers all of my televisions and my computer as well. He also mentioned that it is not grounded - this concerns me.

Jurisdiction of problems of this type is exclusively with the Federal Communications Commission of the federal government [blue pages of phone book]. Contact them for advice and the procedures of how to file a complaint concerning the disruption you are experiencing.
