Can a public school tell you that you can't bring peanut butter to school (for lunch or snack) due to food allergies?

yes, All schools have generally instituted such a policy, because unlike years ago when you and I were kids, many children are allergic to nuts. many of these allergies can lead to death, so many schools ban all foods containing nuts or even nut traces. It is for the overall safety of so many students that have severe allergic reactions to nuts. It is not being done to discrimnate against your child who may not have these allergies, to protect those who do. I won't profess to be an expert on the issue but I believe it is legal
