Breech of contract via email

I recently contacted someone via email and worked out a deal where I would purchase 2 video tapes for $29. He has received my payment, but I have not yet received the tapes. I saved our entire email correspondence. I have tried repeatedly to find out what is going on with the tapes, but he has not returned any of my emails. What action should I take to either recover my $29 or the tapes?

I suggest calling the police and telling thaem that you were swindled. You need to call the police where the seller lives.
