Waiting for title on a vehicle

I purchased a vehicle in November from a used car lot 1999 BMW. I paid with a bank check. I have been waiting for registration and title for quite some time. I have just found out that the new car dealer that supplies my dealer with his cars is holding up my title for money he is owed. Am I stuck in the middle? How do I get the title and registration? I spoke to the dealer holding the title, and he told me if I had any ideas he would be happy to listen. My dealer keeps telling me to wait a little longer, I am getting very nervous about this situation.

Used car sales are regulated by the New Jersey Consumer Fraud Act. I don't know from the facts that you posted if the dealer violated the Act. I would go to the local police department where the dealer is located and file a claim against the dealer. I would argue that they have committed a criminal offense of theft by deception. Take all the paper work you have to show the detectives.
