In which state is the claim for money due to be processed?

If a business is owned and operated out of NJ and the client is based in Brooklyn, the service was performed in Long Island, where would the claim for payment of services be filed?

I'm not quite sure what you mean by "based in" one state if it is "owned and operated" in another state. More information is needed. It is possible that you could sue in either state and you may want to make your choice based on where it would be easier to collect on your judgment. Since you will have to collect the judgment in New York (that is where the defendant and his assets are located)if you win, I would sue him in New York.
