Conflict of Interest?

A family member was charged with aggravated sexual assault.

He took a plea. My question is he was arressted by the police dept his brother works for,he also dated the daughter of one of the detectives who questioned him & the other detective who questioned him,the accussed worked with on different security jobs. I feel that there is a big conflict of interest in this case,do you? Also,shortly after this transpired another family member of the same police dept accussed a political figure in town with sexual harassment,the same detectives refused to interview the people involved due to a ''conflict of interest'', shouldn't the same thing been applied for my family member?

To my thinking an officer has a conflict of interest if he has some relationship to the alleged victim and/or someone closely related or connected to the alleged victim.
