sex abuse: digital penetration

In NJ, why is it considered ''rape'' or aggravated sex assault if a person digitally penetrates a victim? My son in law did this to his stepdaughter, but his family believes it doesn't constitute rape. Where can I find an expert on this subject?

I'm concerned about what is going on here. Yes, this is "rape" in layperson terms. The police would be able to help you best here. Otherwise, I suggest that the family hire a very good attorney as these cases are very, very serious.
