Legal Question in Discrimination Law in New Jersey

Under N.J.S.A 168A:1-6 which states that society and the justice system are to assist in the removal of impediments against convicted offenders so that they are not discriminated against with housing, employment, or licensing.

Why is this not implemented so to create a form of rehabilitation for individuals who are coming back into society?
