Legal Question in DUI Law in New Jersey

The Drunk Driving/DUI catagory is the closest matching group for the question I have to ask. What I would like to know is: Is it common practice for a state to keep points on a person's driving record/abstract even though the violations concerning said points occured 20 years ago?

The driver can write to Motor Vehicles in NJ or visit a motor vehicle center to ask for relief.

New Jersey motor vehicles deducts two points for each succeeding year without a motor vehicle violation.

New Jersey deducts THREE points each year for every year that you do not have a motor vehicle violation. If you still have points after twenty years then you must have had repeat traffic violations during the intervening years. Otherwise your points would have been eliminated by now.
