Legal Question in Elder Law in New Jersey

Can you please direct me to where I can obtain a non-birth record for my mother? She was born in San Juan , Puerto Rico om August 4, 1932. I have tried numerous times to contact the registrar there with no response or no one speaks english . Please help. She needs this record so she can replace the social security card she misplaced (she is in the early stages of dementia), because she does not drive or have a passport. I am really at my wit's end. What can I do as her daughter?

Since she was born before 1917, she is a U.S. Citizen. Contact the Social Security Department and you will have to provide them with anything that can identity who she (baptismal records -even if written in a Bible), old travel documents) and if all fails, contact an attorney in Puerto Rico for assistance.
