Legal Question in Family Law in New Jersey

I had asked the questions below previously but wanted to add some additional information. If an obligors child support payments are being used to pay for an obligees child support to another obligee is this illegal? According to documents I have for a request for upward modification the obligee has stated that they "have child support payments to make."

"My wife has been paying child support for over fifteen years and was recently contacted by her son who is now an adult. According to her son he has not live with the father but with the grandparents almost the entire time and she suspects he has not received any money. Does she have any legal options?"
