Legal Question in Family Law in New Jersey

Can I go back into court to argue a divorce decree from 1996? It was my impression I was entitled to his pension (legally I am the only one entitled) but now I find out that it isn't until he dies. I am permanently disabled, financially struggling, was THE 24/7 parent all these years, he is just recently in the picture now, absent for 12 years, and he told me years ago that my daughter would be entitled to it, as stated in the decree so there is conflicting statements and because of my mental status at that time, I did not understand "survivor annuity", it was my understanding that it meant I SURVIVED the marriage. Stupid me. What can I do?
