My dad is trying to go against my moms will

My mom has a will and in it she states that upon her death i should continue living with her fiance' who has helped raise me since i was 2. can my stepdad adopt me without me having to go to florida to live with my dad first?

Yes and he should. I suggest you get an attorney ASAP to start on this as adoptions take time.
