Legal Question in Family Law in New Jersey

I have a ncp that lives in another state and owes me 36k in arrears. We have an order in place for 12 yrs now. He now pays, but it'll last sporadically for months, then stop. Nj CS will call him and he'll lie and say he's looking for work to buy time. Meanwhile they don't make him pay, and he knows this. There is no 2 week bench warrant status in our order, they claim because he's out of state. Ive asked for our case to be escalated to the federal level since he left the state knowing he owed 40k. How can I get this enforced and get him to pay my 36k? He's a career criminal, so he knows being out of state they cant touch him
