Legal Question in Family Law in New Jersey

In NJ how does one go about getting a parent to give up there legal rights. Can this be done? My sons father hasn't seen him or spoke to him in 3 years and does not have any custody?

If youare talking about adoption then there is a waivier of parental rights.
