Legal Question in Civil Litigation in New Jersey

I have a picket fence. Someone walking their dog past lost control of their dog and it got in a fight with mine through the fence. Their dog was injured(lost an ear)resulting in a 500 dollar vet bill.What is my obligation and culpability?
