I'm not sure if you're asking for help with the replacement fee or help in doing the I-90 form. The total fee is actually $370 with the $80 biometric fee added in. However, if you are indigent, you can ask Immigration for a fee waiver filed with the I-90. If you need help in filling out the form and processing it, you might consider hiring a lawyer to help you.

Be sure to check out my website and blog for how to contact my office and for a possible consultation, if necessary.

The information that you have provided is not sufficient for me to give you a clear answer.

I would need more information regarding your particular case before I can comment on it properly.

However, I will note that the fee of $360 is what the government charges to process the application, and there is no way to get around it. That money must be enclosed when you send the application in to be processed.
