Legal Question in Intellectual Property in New Jersey

If Person #1 takes a picture of Person #2 (specifically a child), is Person #1 allowed to post the picture (or maybe Person #3 might post them) of Person #2 online without Person #2's consent?

You cannot post publicly a photo of a child or of a famous person without the consent of the child's parents or of the famous person.

If the photo is of an ordinary, non-famous adult, the answer to whether you can post without consent is a lot more gray, and there are lots and lots of questions that your intellectual property lawyer should ask you that this online venue does not permit to happen.
