Legal Question in Employment Law in New Jersey

Dear OSHA staff, My father had carpal tunnel surgery in both his hands prior to his current job. He has been in his current job of "buildings and grounds crew" at an elite US prep school (high school) for over 20 years. Very recently, a new supervisor was hired who is acting in manner that i believe violates labor laws. He altered my father s job, so that among other tasks, he has been assigned to use a push mower. My father registered his concern with this charge to his supervisor, referencing his previous carpal tunnel surgery. His supervisor replied: "What I m hearing is that you can t perform your job. Is that what you re saying?" Fearing for his job my father said, "no" and has been completing that (and any other) task assigned ever since. He had (for years) previously been doing a job on campus that was consistent with what he had been hired for but did not aggravate his carpal tunnel (e.g. "running slips"). This, in my view, is one of several examples of his new supervisor disregarding the health and safety of his employees. Please advise whether there does indeed appear to be OSHA or other violation occurring at his work place.
