Legal Question in Employment Law in New Jersey

Is this Job discrimination?

My wife is employed by one the counties in New Jersey. Her department manager reprimands my wife for being tardy, even as little as being three and four minuets late. On numerous occasions employees in different departments have also been tardy with out reprimand, some as much as fifteen to twenty minuets late. My wife has also told me that her department manager has been late on numerous occasions without disciplinary actions against her by her supervisor. When my wife confronted her manager about this inconsistency; her response was'' disciplinary action is at the discretion the manager of that individual.'' So my question to you is it a legal reprimand an individual for policy violation and not reprimand another for the same violation ?

Based on the information provided, it does not sound like there is a claim here. While the supervisor might be petty in her actions/comments, I don't think that she's doing anything illegal.
