Eviction Question

I am the landlord of an apartment. The tenant has not paid rent in 3 months. As per our contract, I evicted him yesterday. He had someone living with him without my knowledge. I called the police because he (the stranger) would not leave. The police told me I am not allowed to evict him because he has a set of keys to my building. And that I would need to take this complete stranger to court in order to kick him out. So as of right now I am without rent for 3 months and I have a complete stranger living in my apartment and I cannot rent it out until I take him to court. This does not make sense to me. Please tell me I have a right as a landlord to my property.

I believe that you need to have an attorney to approach the police to

explain that the keys mean nothing.
