Legal Question in Landlord & Tenant Law in New Jersey

Landlord question

My apartmnt is always cold. When i asked my landlord,he stated that the apartment was fixed to only go up to 60.Can he do that, I have two young children and my three year old is sick all the time from it being so cold. Please help
