i'm looking for rent security rates in 1978 - where my tenent paided me $250.00 for security now they are moving need to pay security plus intrest. didn't know i was to put in in an intrest bearing account

How may apartments do you rent out? If more than 10, it has an impact on what the current interest rate.

Also, because we are talking about 29 years, you really should talk to an attorney and have them review the history of the Security Deposit Act because landlord obligations have changed rather significantly over the past 29 years.
