In NJ is it legal for a landlord to require a $300.00 non refundable fee in order to have a cat in the unit?

That depends. If that fee is in the lease as rent, yes. If it is part of the security deposit, no at least in Burlington County. There is one case on the subject that was decided in Burlington County. The statute is fairly explicit that the maximum security deposit for a residential lease is 1.5 times the monthly rent.
