Lawyer Suspension

Can a lawyer, while suspended, take on potential clients, and write up a formal complaint to be handed to a defendant? Is this all legal before he gets reinstated as a lawyer?

Absolutely not. I strongly suggest that if you are involved in a situation like this you sweek other counsel immediately and report this to the State Ethics Board.

No. The attorney is a complete idiot to do such a thing, if in fact the situation is as you describe.
