narcotic addiction

is there anything that can be done about a pain management dr. prescribing (for nine years) excessive types and amounts of narcotics to a patient? ...to the point where the patient has become non-functional with everyday life?

Sure. You can go to an attorney and file a lawsuit against the doctor. Assuming that the narcotic meds were unnecessary, you may have a suit. I recently worked on a case where a doctor doped up a patient for several years and the patient eventually died. It recently settled.
