Legal Question in Personal Injury in New Jersey

Hi, I'm a 17 year old currently living in NJ. Ive been saving up money all my life and have around 11,000 dollars for a car. My father is bankrupt so he is not allowed to buy anything under his name, and my mom won't buy the car for me because she thinks I'm too young to drive. Apparently a dealership in NJ can't legally sell me a car.

1) Can I buy a car from a independent seller in NJ?

2) Can I buy a car in New York from an independent seller or a dealership?

3) If I can't buy from a dealership in NY, what is the nearest state I can buy a car as a 17 year old.
