Can a court appointed public defender help me sue a neighbor for defamation of character ?

Public defenders are only available to indigent suspects and defendants in criminal cases. They are not available to defendants in civil cases, let alone to plaintiffs.

If you are a criminal defendant and have a public defender, and if your defamation case is related to the charges against you, your PD may be willing and able to offer you a very limited amount of guidance. She will not be able to represent you in your civil case.
