Legal Question in Personal Injury in New Jersey

A neighbor backed up into my car causing damage. We agreed not to report the accident and he would pay for the damages. I went to a shop and got a estimate. 6 months later i haven't received a dime. Can i sue him even though there was no police report. Also the car is registered under my mother's name. Does that matter? After all, i drive it and pay insurance.
