Permission to Hunt

need to issue a permission to hunt letter to hunters requesting to hunt on owned property, need to also have awaiver of liability for hunting. need to have rules for hunting in sectors, and a daily sign in sheet indicating sector to be hunted. and agreeing to follow rules of property owner.

All of that is very possible. There is the possibility that you are getting too involved in the mechanics (sectors, etc.) and may be making it more difficult to escape liability.
