Failure to stop for a stopped school bus in NJ

How can a lawyer defend this explanation? I was issued an offense for not stopping for a stopped school bus in NJ. I was basically on the opposite side of the school bus and was not able to go anywhere by time it flashed its yellow lights and put its stop arm out. The bus literally did all of this in a matter of seconds and I was basically stuck where I was in a four way street on a corner because of traffic. A NJ officer on a motorcycle was directly behind the bus and told me to pull over. He could not from his position see that I was there before the bus and I did not do anything wrong. Would it be a good idea to video record the actions of that particular school bus stop/time and where the position of the cop is to bring to court? Will this help my case if I can prove that on numerous accounts I saw the bus give barely no warning that it was going to stop and that the cop was in a position where he could not see? I also wanted to know if it is illegal for any motorist including police vehicles that have no emergency to be within 25 feet of a stopped school bus? I have witnessed this particular cop on a few occasions driving directly behind this school bus. Can't he possibly be causing danger to children as well?

You could probably get one of those Google satelite photos of the location of the subject incident to show the stree layout. Your explanation would make you not guilty if it is accepted.

A few photographs from the location of the police car might also be helpful.
