Liability in Motor Vehicle Accidents

Are medical expenses for passengers involved in traffic accidents covered by a drivers insurance? A passenger is being told she has to pay a $250.00 deductible to the driver's insurance company to cover her own doctor's bills. In New York there's no fault which covers all out of pocket expenses for passengers, but what's up in New Jersey?
