Even if New Mexico issues you a DL in that state, you still would need to get your NJ license restored if you ever wanted to drive in New Jersey again. In addition to this, if you somehow could get a New Mexico DL while still having a suspended NJ DL, then if you ever get pulled over for a traffic infraciton and it is discovered that you have two licenses in two different states, this may result in additional legal problems for you. Long stroy short, no matter what you still need to get your NJ license restored.
