Executor abusing estate?

Father holds life estate on a small single family home. He passes and 7 children become tennants in common (without agreement between co-owners). One of the siblings is executor of father's estate.

Can executor cover property taxes and other expenses out of father's estate without permission of other siblings/co-owners?

Since the Executor has the duty to preserve the assets of the estate, and it benefits all heirs who have an interest in the property, so this is a legitimate expense of the estate. The alternative is for each sibling to pay his/her proportionate share of the taxes.
