New Jersey. My dad's will left $10000 to a non-family member. I have paid the inheritance tax of $1500 to the State. Does the heir then get $7500 or does he get the full $10000 with the estate absorbing the tax?

It depends upon the language of the Will, which I have not seen. Some Wills have language that charge all death taxes to the general estate (beneficiary of a specific bequest gets full amount) and some charge the taxes to the beneficiary (beneficiary gets net amount).. Unless and until I see what the Will provides, I cannot give a specific answer.
