If someone does not have a will and all of their assets are transferred into the surviving spouse's name, are they also responsible for all of the deceased spouses's debt?

Presuming the transfer took place after the death - yes. Were any assets jointly registered? If so, some portion of them may not be subject to the debt repayment. More facts are needed for a complete response.
