Am I obligated to open and/or respond to US Mail or Fed Ex mail addressed to "Resident", regardless of identity of sender?

No. You are never required to open or respond to unsolicited mail or Fed Ex. Of course there could be important documents from the IRS or some other agency which you would like to see, but legally you can refuse any mail you choose to.
