Legal Question in Civil Rights Law in New Mexico

unlawful imprisonment

Individual arrested.Sheriff told him that he was being arrested on charges for which he has already served time, paid fines, and made restitution. Individual requested to see arrest warrant and was told that it was ''at the office.'' Individual was imprisoned at county jail. Individual has copy of ''arrest warrant'' which had never been signed by a judge. Officer at jail called judge @ home and was told that he could release individual on his own recognizance. Does this individual have any legal way to stop this continued harassment?
