Legality of Posting Photographic Images on Website

During public church-wide events photos are taken which are then posted on the church's website. Is this legal or does one need to obtain permission from the individuals in the photos to use those pictures?

One has no expectation of privacy in a public setting, so permission/compensation for a photograph taken under such circumstances is not required. If the photograph is used for a commercial purpose, or results in payment to the person who publishes the photograph, then the answer is the opposite.
