Legal Question in Administrative Law in New York

Hello, my mother is ill. She might have early stage alzheimers and has a history of strokes. She and I are not close, but she is making poor decision or rather none at all and is now being cared for by people who are not close relatives and these are people that other family members are very uncomfortable being in control of my mother's care and finances. I tried to remove her from the situation to no avail. I'm now thinking of having her declared incompetent. How would I go about that?
