"What Power of Attonery form do I need for my sister who is mentally handicapped and living in a State of New York nursing home?" My mother recently passed without a Will and my sister's portion of my mother's estate can not be released with a Power of Attonery form.

Guardianship. Your sister in all likelihood does not have the capacity to execute a power of attorney.
