Legal Question in Administrative Law in New York

I am a victim of bigamy in NY state. I am seeking an administrative lawyer that will challenge the state, yet do not know where to begin. Bigamy is a class E felony in NY, however the state relies upon an honor system when applying for a marriage license. Since there is no database to check there is no way of actually knowing if an individual is currently married or not. The problem is that the victim of bigamy becomes stuck in the faux marriage reliant upon the bigamist's consent to receive an annulment. This leaves the victim in limbo and the since the law in place is not regulated; the law is useless. I would like to file suit against NYS concerning a change of law. Please help.

The law does not require the consent of another for an annulment because of bigamy. Moreover, in NY a bigamous marriage is void as a matter of law.
