can a wife fila bankruptsy on her own credit card bills

the cards in her name only, husband makes 70,000 she only

works partime and attends college , nothing is her name

Yes, she may. There are a number of reasons why you might wish to do so. For example, if you and your husband are separated you don't want his control over your finances. Another scenario is where the husband owns a business and doesn't want the bankruptcy to affect him.
